Specifications include, but are not limited to: A. CEQA Documentation In consultation with the BOE staff, prepare technical studies based on the potential environmental impacts associated with the implementation and operation of the proposed Project. Assume up to two (2) rounds of review for each draft document. Revise the draft document and submit copies of the final reports to the BOE. Please provide one (1) copy in digital format (MS Word format preferred) of each draft document. The scope of work for this task includes all activities necessary for preparation of a Draft IS/MND and a Final IS/MND, including but not limited to the following: • Prepare an Initial Study (IS) to determine the appropriate CEQA environmental document for the proposed Project. The type of CEQA document will be determined at the end of the IS phase; however, for purposes of schedule and cost, please prepare your proposals under the assumption that the appropriate document would be a Mitigated Negative Declaration (MND). The IS must be in compliance with the CEQA Statute and Guidelines and meet the standards of the BOE staff. • Prepare an interested parties and agencies mailing list. “Interested parties” includes occupants and owners of properties within a 500-foot radius from the boundaries of the Project site. • Publish the Notice of Availability (NOA)/Notice of Intent (NOI) and IS/MND as required by CEQA. Mail NOA/NOI to mailing list and prepare E-blast notification for the public meeting, and availability of the environmental document. • File the NOA/NOI with the Los Angeles County Clerk. Prepare a Notice of Completion (NOC) and submit to the State Clearinghouse along with the required copies of the CEQA document. The Consultant’s scope of work includes payment of Los Angeles County filing fees and California Department of Fish and Wildlife filing fee, if applicable, for Notice of Determination filing. • Provide to the City two (2) hard copies of the IS/MND with supporting analyses (technical memos or reports) and also copies of electronic files. The electronic files shall be delivered in a format that can easily be uploaded to the BOE’s website (Adobe Portable Document Format (PDF) acceptable). One electronic file of the entire document, one file of the technical appendices combined, and separate electronic files for each technical appendix shall be included. • The City will be responsible for the publication of environmental notices in the Los Angeles Times and on the BOE’s website. • Attend one (1) public hearing during the public comment period, if needed. • Prepare Final IS/MND with a Public Review Record which includes but is not limited to description of public notices, copies of comments received, and responses to comments received. Submit one (1) administrative draft of the Public Review Record for review by the City and revise per City comments. A sample Public Review Record will be provided to the selected firm. B. Studies Preparation Submit an electronic copy of the draft technical studies to the BOE for review as they become available. Assume up to two (2) rounds of review for each draft document. Revise the draft studies and submit copies of the final reports to the BOE. Please provide one (1) copy in digital format (MS Word format preferred) of each draft of the technical study. Provide digital copies of the final technical studies in MS Word format and PDF format. Impact analyses shall include but not be limited to the following: • Hazardous Materials and Human Health Risk Assessments o The West property is listed with the DTSC under a Voluntary Cleanup Agreement (Hi-Tech Cleaners 60002488). Review available regulatory records, including subsurface investigations, remediation workplans and reports, and regulatory agreements. o Review all known prior investigations provided by the BOE for the East property. The BOE will provide the following historical investigations to the selected firm: Draft Phase I Environmental Site Assessment, 3309 & 3311 Slauson Avenue, Cardno ATC, October 15, 2013 Draft Asbestos and Lead Survey, 3309 & 3311 West Slauson Avenue, Cardno ATC, October 15, 2013 Limited Phase II Environmental Site Assessment, 3309 & 3311 West Slauson Avenue, UES, May 1, 2024 o Evaluate potential hazardous materials and/or waste impacts associated with the Project based on review of available information and prepare a technical memorandum of findings. o Based on existing conditions, provide guidance and propose potential mitigation measures, if necessary. This should include mitigation measures from potential impacts to the City as a result of the land acquisition of both properties and the development and construction of the proposed future parks. o Evaluate the potential risk, if any, to future human health based on future park use by conducting a human health risk assessment, if necessary. This should evaluate the potential risks and identify appropriate mitigation measures to minimize harmful risk to future human health from existing subsurface conditions. • Other technical studies o Any other special studies in consultation with the BOE staff should be prepared as necessary to support analysis of potential impacts from Project construction and operations.
