Specifications include, but are not limited to: The Minnesota Department of Transportation (MnDOT) intends to renew an agreement with ASTM International (ASTM) for up to 12 months to provide software licenses and support for ASTM Compass. ASTM Compass provides users with full-text online access to over 12,000 active and historical ASTM standards, the ASTM digital library, over 400 American Association of State Highway and Transportation (AASHTO) specifications, select AASHTO manuals, and eLearning videos. It also allows employees to share information with each other. MnDOT needs access to these materials for construction, design, and materials testing. ASTM has an exclusive partnership with AASHTO, so many of these materials are only available through their software. MnDOT determined that ASTM Compass is the only commercially reasonably available commodity product. This is deemed a single source purchase because ASTM Compass is solely distributed and supported by ASTM International and is not available from other third parties.
