MEET WITH STAFF Brunswick County requires an update of the existing Reclaimed Water Ordinance and development of a new Water Use Ordinance and Reclaimed Water Master Plan. The County will provide a copy of the County’s existing policies, procedures, and ordinances. After reviewing the information provided by the County, NCDEQ requirements, applicable local, state and/or federal laws, rules and regulations, comments from the County staff, and other utilities’ policies and ordinances, the selected firm shall develop a list of required and recommended ordinances and policies. The selected firm will meet with County staff to finalize a list of new and updated ordinances and policies. DEVELOP RECOMMENDED CHANGES AND DOCUMENT FORMAT The selected firm shall review the County’s existing Reclaimed Water Ordinance and recommend changes for the development of a new ordinance. The selected firm will review existing policies that will need to be incorporated into the ordinance. The Reclaimed Water Ordinance must, at minimum, contain sections on general use provisions and requirements, recommended fee structure, easement requirements, backflow and cross-connection, interim use of potable water (prior to reclaimed water availability) and enforcement. Additionally, the selected firm shall develop technical specifications and details to include design and construction requirements, backflow prevention details, materials and metering. The recommended changes and development of technical specifications and details must be submitted to the County staff for review. The selected firm will also submit a suggested document format after review of MuniCode requirements. After County review, the selected firm shall meet with the County staff to discuss the recommended changes and will make revisions as requested by County. DRAFT ORDINANCES Based upon the comments from the County staff on the recommended changes, the selected firm shall draft the revised ordinance. Upon completion of the draft documents, one (1) hard copy and an electronic copy of the draft ordinances shall be sent to the County for review and comment. The selected firm shall present the draft ordinances to the Board of Commissioners, County Administration, and the public at a workshop(s), the dates of which to be determined by Brunswick County. The selected firm shall revise the draft ordinance at Brunswick County’s request based on information received. After revisions are made, a public hearing will be scheduled on a date determined by Brunswick County and the selected firm shall attend and assist with questions. FINAL ORDINANCES After addressing any issues that arise at the public hearing, the selected firm shall finalize the ordinance for adoption by the Board of Commissioners and shall attend the Board of Commissioners meeting. Upon approval by the County, the selected firm will be required to provide one (1) hard copy and an electronic copy of all final ordinances to Brunswick County. Phase Two (Reclaimed Master Plan)- Only to commence at approval of Phase One by the Board of Commissioners. Review any existing data relevant to the proposed Reclaimed Water system, including but not limited to, County Wastewater Master Plan, related studies, policies, documents, County Land Use Plans, existing wastewater historical flow data as available (SCADA), Effluent disposal site plans, permits, existing GIS date, Status of County’s projects currently in process and other relevant data as needed. Develop a Reclaimed Water System Model using relevant data and calibrate model with existing conditions. Based on the Reclaimed Water Ordinance, identify any future growth areas where existing infrastructure is not currently in place and develop a conceptual plan to serve potential growth areas. The conceptual plan shall include possible route and pipe sizing to adequately serve the area at build out. Based on land use allocations for commercial/light industrial use, identify target markets for high value/demand capacity return. Conduct modeling analysis for daily minimum, average and maximum demand conditions to up to three points in time, including ultimate buildout of the County’s proposed service area. Develop Reclaimed Water Capital Improvements Plan (CIP) projects based on development triggers, with general layouts and opinion of probable construction costs for the non-potable reclaimed water distribution system for the next 20 years. Identify Growth Planning and Incentive Structures Determine complementary water/wastewater CIP projects for incorporation of reclaimed water main transmission installation and/or easement acquisition. Develop incentive structure for the following reclaimed water customer categories: Residential Developers Targeted Market Based on previously defined complementary water/wastewater project, develop projects phasing for the reclaimed water system distribution system, including brief description and alignment map, CIP costs, and schedule for each alternative. Identify financing strategies and funding opportunities that are available for reclaimed water implementation projects and establish opportunities to be pursued, if applicable. Develop a draft comprehensive Reclaimed Water Master Plan for review by County staff. Upon approval of draft by County staff, present findings to County Commissioners and finalize the plan based on any comments from the Commissioners.
