Specifications include, but are not limited to: • CDOS seeks a robocall vendor capable of sending mass communications to Colorado residents in case of one or more election-related emergency events. • The vendor must be capable of sending voice recorded messages to a high volume of Colorado residents with minimal turnaround time. • The vendor must be capable of quickly processing and dialing calls to over 2,000,000 individual phone numbers should the need arise. o In some situations, more than one call to over 2,000,000 phone numbers may be necessary. • Ability to deliver text messages in addition to robocalls preferred. • Must be capable of tailoring communications to specific areas in the state as well as pushing out messages state-wide. • Must be capable of differentiating between mobile phones and landlines and capable of tailoring delivery of text and voice messages to either mobile phones and landlines. • CDOS can provide voter contact information organized by geographic area. The vendor must be able to utilize CDOS data to quickly sort and send communications to specified groups, including particular areas and geographic districts within the state, based on CDOS instructions. • The vendor must have procedures in place to prevent against calls being identified as spam or junk. • Vendor must be highly responsive to CDOS questions and instructions.
