Specifications include, but are not limited to: Land Development Projects + Application Review and Processing Analyze development projects for compliance with the City's General Plan, Zoning Ordinance, Municipal Code, and the State Subdivision Map Act. Review and process various applications such as Zoning Clearances, Sign Permits, Conditional Use Permits, Variances, Site Plan Review, Tentative Maps, and General Plan and Zoning amendments. Ensure projects comply with CEQA. Ensure compliance with approved mitigation measures during project construction. Conduct Development Application Completeness Review. Review developer‐provided technical reports. Prepare Conditions of Development. Project Coordination Project Coordination Meet with applicants, consultants, property owners, contractors, and other individuals to provide guidance on city processes, project proposals, feasibility analysis, conceptual development plans, and code interpretations. Facilitate special projects or assist with long‐range planning initiatives, including preparing Master Development Plans. Prepare LAFCO annexation applications. Capital Improvement Projects (where needed) Prepare CEQA/NEPA documents that meet state and federal statutes and guidelines. Obtain permits and consult with regulatory agencies. Monitor mitigation measures. Environmental Reports and Technical Studies Preparation of CEQA documents. Conduct and prepare Biological Assessments, Environmental Site Assessments, Noise Studies, Air Quality Studies, Water Quality Assessments, Environmental Impact Statements, and Archeological and Cultural Resources Studies. Staff Augmentation Ability to provide temporary and/or part‐time staff to address public inquiries about property zoning and General Plan land uses. Write Planning Commission and City Council staff reports, resolutions, and ordinances. Prepare PowerPoint presentations for Planning Commission and City Council meetings. Attend Planning Commission, City Council, and other community meetings. Coordinate with other public agencies (e.g., Fresno County, LAFCO). Manage multiple projects and competing priorities while maintaining quality, meeting schedules, and staying within authorized budgets.
