The Request for Proposals (“RFP”) is being issued by the City of Blue Springs, Missouri (“City”). In compliance with the City’s policy on the sale of City-owned property, staff has prepared a Request for Proposals (RFP) calling for submissions on the purchase and development of the property. The RFP has been amended in several ways from previous issued RFPs, including 1) remaining open for a longer period to give staff and the development community more time to attract proposals that align with Council’s expressed intent; 2) an updated vision for development that creates a vibrant, unique destination and sense of place that offers a mix of uses, including commercial, retail, office and services; and 3) inclusion of prior attempts to develop the property that is in alignment with Council’s intent.
