Specifications include, but are not limited to: A. Review of existing plans, studies, technical memoranda and record drawings. B. Prepare a Project Management Plan within 14 calendar days of Notice-ToProceed. AWWU at its option may change the scope of the services. C. Conduct an on-site visit and initial facility survey of potential sites (King Street – current first choice, AWWTF, and other potential locations) and solicit input from personnel within 30 calendar days of the Notice-ToProceed. D. Solicit input from stakeholders including: AWWU O&M and Treatment divisions, septage haulers, food service establishments, DHHS, and others as needed. E. Prepare a design study report (35% design) that identifies options and their associated costs. This design study report shall include a recommendation by the designer including whether to proceed with the recommended BCE option or a different solution after receiving input from stakeholders and will serve as the basis for design upon acceptance by AWWU. Elements to include: a. Schematic design and equipment cut sheets. b. Identify constraints for construction methods and materials; present construction methods and material options not previously considered. c. Provide options for phasing of work d. Focus on costs of installation and long term maintenance, longevity, permitting outlook, and reliability. F. Prepare design submittals to include plans, specifications and construction cost estimates at the 65%, 95% and 100% design completion. Coordinate the design with AWWU internal reviews. Although no conflicts are currently anticipated, the project team design must be coordinated with other projects that may currently be in design or construction. Any submittals deemed not meeting the level of design indicated will be required to be resubmitted at the same level of design prior to proceeding to the next level of design. G. Prepare construction bid documents including but not limited to: civil, architectural, structural, process, mechanical, electrical, and SCADA disciplines. Plans and specifications must conform to AWWU DCPM and MASS and AWWU standard special provisions as applicable. H. Identify AND ACQUIRE all required agency permits, approvals or waivers. All fees for these permits will be paid for by AWWU. I. Complete the NEPA process such as Categorical Exclusion or Environmental Assessment as required and prepare bid documents in compliance with funding requirements. AWWU may pursue SRF loan funding for all or a portion of the work.
