Specifications include, but are not limited to: The Tulare County Resource Management Agency (County) has received federal authorization to proceed with Program and Construction Management for several Federal Emergency Management Agency (FEMA) Projects (the Program). The County is issuing this Request for Proposal (RFP) to select a consultant (Consultant) to perform overall project management of the Program and office activities, assist the County in procurement of consultants and contractors, provide environmental support services, provide construction support, manage project closeout, and track program management costs. Services to be performed include, but are not limited to, directing and monitoring project work activities; performing field reviews/studies; completing regulatory agency permitting and coordination; preparing California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation; assisting in the development of biddable construction documents (plans, specifications, and construction cost estimate); and assisting during the bidding, bid evaluation, and project award process. The Program also includes environmental monitoring and construction support (as needed) during the construction of the various restoration projects
