The Colorado Department of Education (hereafter referred to as “CDE” or “the Department”) is soliciting competitive, responsive proposals from experienced organizations to provide two custom-developed or pre-developed professional development courses and online data management system(s) for: (1) Scientifically and Evidence-Based training in teaching reading for Educators employed by the local education provider to teach kindergarten through third grade, pursuant to C.R.S. 22-7-1208 (6)(c) and Reading Interventionists employed to teach students in any of grades four through twelve and (2) Elementary Principals and Administrators responsible for literacy instruction. The trainings must be grounded in the science of teaching children how to read, and include the concepts of phonemic awareness, phonics, vocabulary development, reading fluency including oral skills, and reading comprehension.
