Specifications include, but are not limited to: • Evaluate, understand, and document basis of design information using District-supplied records, historical data, wastewater engineering knowledge, and past master planning efforts. Assess the condition of existing structural, mechanical, and electrical components. • Conduct an Alternatives Analysis that considers different methods of disinfection. Alternatives should consider the value to the district in maintaining the existing hybrid disinfection layout. This existing layout should be considered against alternatives that rely on UV disinfection only, chemical disinfection only, and/or other arrangements. • Lead a disinfection equipment selection process that engages with WES operations and maintenance staff to prioritize their input during development of major equipment specifications. Consider alternative procurement approaches for key equipment and support the District during any owner-procurement activities, if needed. • Recommend, design, and specify construction documents to improve the facility and meet disinfection needs at all flows and operating conditions while exceeding the operational life of the disinfection facility. • Develop and implement a control strategy to control the rebuilt disinfection facility that increases operational efficiency and resiliency and integrates new and existing equipment into the plant’s SCADA system.
