Specifications include, but are not limited to: The County seeks to prequalify and select professional construction management firms and/or individual professionals to represent the interests of The County and project objectives in providing comprehensive Construction Management services during development and design phases as well as the construction cycle of the project(s) including close-out and commissioning. The scope of work for Construction Management contracts will vary; generally, the services and qualifications needed may include: A. Scheduling: Qualified CM’s shall have the resources and expertise to develop, review, transmit and critique a project schedule. In consultation with the County, project architects and/or contractors, manage project processes, develop maintenance and recovery strategies, and communicate changes and options until the project’s completion. B. Project and Construction Budget: Qualified CM’s shall have the resources and expertise to prepare a construction cost estimate at various phases of the development and design process for review and discussion with the County and architects for planning and budgeting purposes. CM responsibilities shall include: 1. The preparation and distribution of project cost reports through the design and construction phases which indicate actual or estimated costs compared to the construction budget, recognizing and anticipating costs associated with emerging issues and variables and make recommendations to the County for any needed corrective action. 2. Qualified CM’s shall be able to analyze and report the cost of various design and construction alternatives. The CM shall propose cost options related to efficiency, usable life, maintenance, energy and operational costs. The CM shall be able to provide value engineering and constructability recommendations to the County and architects on major construction components, including cost evaluations of alternative materials and systems. C. Management Information System: Qualified CM’s shall be able to develop, maintain and operate a Project Management Information System as needed to complete the project, meet funding and regulatory requirements and provide for successful operation and maintenance of the completed facility. Such systems shall be able to provide for: 1. A means to identify and track issues as they arise, establish and maintain effective communication between the County, Architect and the CM on project issues and assign and track responsibility for resolving them. 2. Project Document control and maintenance to record and ensure all parties are working with appropriate versions of the documents and accurate records are kept of meetings, and other decisions throughout the project life cycle. 3. Timely filing and submission of information required by regulatory and funding approvals. D. Design Document Review: Qualified CM’s shall be able to review design documents and make recommendations to the County and architects regarding constructability, scheduling, phasing, clarity and consistency of the project documents and provide input on materials and technical specifications for review and consideration.
