Specifications include, but are not limited to: 1. Project Overview The Portage Tunnel is a railroad facility located between Portage and Whittier and about ¾ of a mile north or the Whittier Tunnel. The northern portal structure of this tunnel is in need of ceiling repairs this summer/fall. The intent of this project is to stabilized the damaged ceiling to safely prolong its life until the full portal replacement project is ready. This work must occur prior to snowfall as the portal structure sits under an avalanche path. This work must also occur around regularly scheduled train traffic. 2. Access to project location The work site is approximately four (4) miles north of Whittier and ¾ of a mile north of the Whittier Tunnel. Access is only possible by rail. The Contractor may stage equipment and materials at the ARRC Portage Section area, located near the intersection of Portage Glacier Highway and the Seward Highway. As seen in the plans, the contractor will need to work and bring material up near the ceiling of the portal. Equipment selection, worker safety and work phasing should be carefully considered prior to bidding on this project. 3. Work to Be accomplished by Contractor a. Procurement of, in accordance with the referenced plans: i. structural steel ii. structural foam iii. anchor bolt epoxy iv. anchor bolts and hardware v. Owner furnished corrugated pan b. Mobilization and demobilization of material, tools, and personnel. c. Relocate any utilities as needed. d. Core drill and install anchors and shelf angles e. Install Stringers f. Installation of corrugated pan / seal the edges g. Drill holes in existing roof and pump in structural foam to fill void between steel pans. h. Welding as required 4. ARRC will provide: a. Flagman protection for work conducted within 20’ of tracks on the Railroad Right of Way. Contractor must comply with all standard ARRC flagging request requirements. b. Personal and light tool transport in ARRC flagging vehicle (F350 crew cab Pickup or equivalent). c. ARRC equipment mover and operator for up to one (1) day during mobilization and one (1) day during demobilization. Cut sheets and equipment specifications for this equipment is available in the attachments. Scheduling equipment mover support is dependent on ARRC availability and approval. All request for equipment mover support must be made at least two (2) weeks in advance of the anticipated work dates.
