Specifications include, but are not limited to: Phase I: Study Requirements 1. The City is considering utilizing treated reuse for irrigation, industrial supply such as blue hydrogen or to supply the adjacent power plant with water for their cooling towers. The City would also like to evaluate the use of Class IA or IB reuse water for irrigation. 2. The City would also like an evaluation of the feasibility of treating the reuse water for Direct and/or Indirect Potable Reuse. 3. The PER will follow NMED-CPB requirements for a PER, be in accordance with USDA RUS Bulletin 1780-2, Rev 4-4-13, and will contain an evaluation of the ability of the existing wastewater treatment plant to produce reuse water for the purposes cited above. The PER will also identify potential customers and required infrastructure including treatment process improvements at WWTP. The PER will include estimated construction and total project costs along with estimated O&M costs and phasing plans. 4. Along with City of Farmington staff and Jacobs, conduct necessary site visits to inspect the property. 5.
