Specifications include, but are not limited to: The Contractor will assist the STATE in presenting the five (5) care delivery plan summaries to the chairs and ranking minority members of the legislative committees with jurisdiction over health care finance and policy. The Contractor will develop an implementation plan for each of the selected care delivery models. Each implementation plan must include: A timeline for the development and recommended implementation date of the alternative model, considering: Timelines required by existing contract with managed care plans and county-based purchasing plans to sunset existing delivery models; In counties that choose to operate a county-based purchasing plan under Minn. Stat. § 256B.692, timelines for any new procurements required for those counties to establish a new county-based purchasing plan or participate in an existing county-based purchasing plan; In counties that choose to operate a county-owned health maintenance organization under Minn. Stat. § 256B.69, timelines for any new procurements required for those counties to establish a new county-owned health maintenance organization or to continue serving enrollees through an existing county-owned health maintenance organization; and A recommendation on whether the STATE should contract with a third-party administration to administer the alternative model, and the timeline needed for procuring an administrator; The procedures to be used to ensure continuity of care for enrollees who transition from managed care to fee-for-service, and any administrative resources needed to carry out these procedures; Recommended quality measures for health care service delivery...
