Specifications include, but are not limited to: providing the City with comprehensive professional above- and under-water inspection, and design services for its ocean piers. The City owns, operates, and maintains two (2) municipal ocean piers. Both the Newport Pier and the Balboa Pier were constructed in 1939. For the past 34 years, the City has inspected and rehabilitated both piers bi-annually. The last rehabilitation project was completed in 2022. Maintenance has been conducted on the Balboa Pier as recently as winter 2024. Inspection and design services will consist of inspecting, photographing, rating, classifying, tabulating, and compiling a comprehensive report for each pier signed and sealed by a California Professional Registered Civil Engineer or Structural Engineer which details the conditions and deficiencies that need to be addressed for both above-water and below-water support members and attachment hardware along with design recommendations for resolving those conditions and deficiencies.
