Specifications include, but are not limited to: 1. Determine the overall economic impact of Fort Bayard, currently (and its direct, indirect and induced impacts), state and local tax contributions, and lodgers’ tax revenue. Visitor spending should be broken down into spending categories including lodging (types shall include traditional and short-term rentals), restaurants, retail, transportation and recreation. And within this, determine the following: a. The county- and city- regional level economic impacts of Fort Bayard, where data is available. b. The average spend-per-person per-day of visitors and provide comparisons with other tourism visitor data. c. The overall economic impact of tourism, by attraction type: Direct visitor volume as a result of tourist activities in New Mexico. Provide state/market of origin data for these visitors. 2. Assess the capacity for additional development and expansion at Fort Bayard, and propose what amount of state-level investment in Fort Bayard could enable optimum growth. Conduct facility assessments of existing buildings in order to ascertain their use in the future plan and the cost of renovation. Provide an assessment of tourism employee housing capacity in the area. Analyze the possibility of the creation of employee housing on site. 3. Take into account housing data from local government comprehensive plans and affordable housing plans and the COG comprehensive economic development strategy. Include MFA and housing initiatives with the government housing CZAR. Include the COG to ensure the economic housing development strategy as a stake holder. Additionally, planning for the $125 million received by NMFA for workforce housing and infrastructure. 4. Include the benefits of the designation of the Southwest Community Network/Rural Partners Network as a stakeholder. 5.
