Specifications include, but are not limited to: 1. Conduct planning meetings with Department staff and stakeholders. 2. Organize and manage a Natural Gas & Electric Potential Study advisory committee. 3. Determine data sources and collect input data. 4. Estimate the effect of building energy codes and appliance and equipment standards on programs and measure baselines. 5. Identify potential for specific technology categories. 6. Identify potential for specific behavioral measures and approaches. 7. Identify potential for specific load management and demand response measures and new approaches. 8. Identify potential for efficient fuel switching measures and new approaches. 9. Conduct market sector potential studies for specific underserved and/or emerging markets (e.g., low income, rural, etc.). 10. Estimate technical, economic, achievable and program energy-efficiency, efficient fuel switching (including electric vehicles), load management and corresponding carbon-saving potential in Minnesota. 11. Specify utility program and portfolio recommendations. 12. Produce and submit required deliverable(s) in a format to be determined by the State. 13. Manage reporting and invoicing.
