Specifications include, but are not limited to: DECD is seeking a qualified consulting firm to provide the following services: • Identify industry specific data on manufacturers that produce parts for the commercial aerospace, clean energy, and the medical device industries within Connecticut and Rhode Island region, • Provide an analysis outlining current capabilities and gaps, • Identify national and international opportunities where Model Based Definition (MBD) capabilities can provide first-to-market solutions for Connecticut manufacturers within the identified sectors, and • Provide a set of recommendations for consideration as the state prepares to scale the adoption of model-based definition (MBD). 1. Service Expectations Project Deliverables: The consultant will develop mid-project summary (3-5 pages) following data collection and assessment. A comprehensive report outlining methodology, results, and recommendations, to include an executive summary and a brief PowerPoint presentation summarizing key findings. The comprehensive report will include appropriate graphics, footnotes, and references, as needed. The final product should be professional and polished. The consultant will prepare and deliver to the State an electronic Word and PDF of the final report. 3. Projected Timeline The project will begin after the contractual process is complete, which is estimated at mid-late September 2024. It is estimated that it will take approximately six (6) months to complete assessment and data collection, with another two (2) weeks for submittal of a mid-project summary report. The research component of the project must be completed before March 31, 2025, to accommodate the planned schedule of the entire Tech Hubs Panning Grant project. The final report will be due to the State no later than April 30, 2025. Findings and recommendations in the final report will be used to help the State formulate an action plan to engage and educate industry in the adoption of MBD.
