1. Review available preliminary program documentation, including preliminary site planning studies and existing grant documentation (grant application and signed agreement entered by the County and the so that respondent is knowledgeable of what the County is designing and constructing. 2. Develop a set of Performance Standards sufficient to describe the performance criteria of the Project, including but not limited to site improvements, building construction, and included services. 3. Support Behavioral Health during the Design Build Team selection process including: A. Preparing a Request for Statements of Qualifications to be used for soliciting qualified Design Build Teams. B. Evaluating Design Build Team Qualifications and Proposals received and assisting in selection of respondents to be provided the opportunity to submit final Proposals. C. Preparing a Request for Proposals, reviewing and assisting in the selection of the best fit Design Build Team, recommending award of the contract, assisting with contract negotiations, and assistance in issuing notice of award. 4. Coordinate with Behavioral Health, other County Departments, the Design Build Team, and Construction Quality Assurance (CQA) Consultant before and during design and construction as necessary including kickoff meeting, status update meetings, deficiency meetings, and document control and distribution. 5. Provide Construction Management oversight services during construction including but not limited to submittal review, scheduling, budgeting, including review payment requests and change orders, meeting coordination, maintenance of project documents, and oversight of Contractor work in coordination with a Construction Quality Assurance (CQA) consultant and County staff.
