Specifications include, but are not limited to: Phase I Environmental Site Assessment 1. The Objective of this is to conduct a Phase I ESA in accordance with ASTM E1527-13 (or latest version) standards on the adjacent parcel at 965-967 First Avenue. 2. The tasks include but are not necessarily limited to the following: o Conduct a thorough site inspection to identify potential environmental concerns. o Review historical records and previous environmental reports. o Perform interviews with property owners, occupants, and local government officials. o Examine available public records including regulatory databases, historical maps, and aerial photographs. o Identify any Recognized Environmental Conditions (RECs). o Prepare a detailed Phase I ESA report including findings, conclusions, and recommendations for further investigation if needed. Phase II Environmental Site Assessment (ESA) and Subsurface Investigation 1. The objective of this Phase II ESA and subsurface investigation is to determine if soil and/or groundwater of North End Field have been impacted by a historical leaking underground storage tank, identified soil contamination at the upgradient western adjoining property, evaluate if former off-site operations have resulted in soil or groundwater impacts, assess if surface soil has been impacted by former potential agricultural activities, and conduct PFAS groundwater testing. To help interested potential Respondents to prepare and provide Proposals to the City, the City is providing its recently produced Phase I ESA of North End Field (see attached). 2. The tasks include, but are not necessarily limited to, the following: o A Preliminary review of existing environmental reports and historical data for the properties. o A review of existing environmental reports and historical data for the for the properties. o Develop a comprehensive work plan outlining the scope of the subsurface investigation activities. o Conduct geophysical surveys to identify potential subsurface anomalies. o Perform soil borings and install groundwater monitoring wells at strategically selected locations. o Collect soil and groundwater samples for laboratory analysis, focusing on contaminants of concern. o Laboratory analysis to analyze samples for a suite of contaminants including VOCs, SVOCs, heavy metals, and PFAS. o Data interpretation to evaluate the extent and magnitude of contamination based on analytical results. o Prepare detailed site maps and cross-sections illustrating the subsurface conditions and contamination distribution. o Compile a comprehensive Phase II ESA report, including methodology, findings, laboratory results, data interpretation, and recommendations for further action if necessary.
