Specifications include, but are not limited to: Bombing Prevention and Response Instructor Support Services - This task provides Subject Matter Expert (SME) instructor and course SME development support services to NMT/EMRTC for DHS/FEMA-sponsored training courses. These courses are presented in a variety of formats including Resident, Mobile, Conference, and Web-based deliveries as defined below. Examples of bombing prevention and response course subject matter includes, but is not limited to: • Homemade explosives (HME) recognition • Bomb threat assessment • Pre-blast response and post-blast response • Recognition of bomber ideologies • Military ordnance recognition • Medical preparedness and response to blast injuries • School bombing incident planning and response. Resident Courses: Resident courses are conducted on the NMT campus in Socorro, NM, or at a training site managed by NMT/EMRTC. These courses span 3-4 days and feature a blend of lecture instruction and hands-on activities. Key components of these courses include, performance exercises such as live-explosive demonstrations, field assessments, and virtual reality simulations. These experiences are designed to enhance the learning outcomes for participants by providing practical, real-world applications of the taught concepts. • Each residential course may require up to 3 part-time SME instructors with instruction hours of: o 24 hours per week (3-day courses), and up to o 40 hours per week (5-day courses). • Resident course length may change because of 1) the DHS/FEMA course certification and re-certification process which requires courses be revised by NMT/EMRTC’s team of SME and curriculum staff or 2) to accommodate logistical needs or limitations of the training site at the discretion of NMT/EMRTC.
