At a minimum, these requirements must be followed to ensure that responsible end-of-life management practices for e-waste are met: Contactor must be a certified E-Stewards recycler. The R2 certification is not acceptable for this program. Be responsible for transport of all e-waste materials. The Agency has the space and equipment necessary to load an enclosed transport trailer. The Contractor or its contracted 3rd party shipping company shall take sole custody of the e-waste when the task of loading has been completed. Receive and process all e-waste materials in the ‘as-is’ condition, with no guarantees or warranties as to the value or functional, usable condition of the materials. E-waste materials may be mixed and require separation prior to processing. Separate the materials into their base commodities for economic recycling/recovery/disposal. Actual processing methods for individual materials will depend on the type of e-waste received and the current end markets for the units or recovered materials. Remove all purchaser asset tags, service tags and any purchaser information from all equipment and/or material before selling any items. The successful Contractor shall not be an auction house, nor will they utilize auctions to recycle/dispose of e-waste collected. Use best efforts to recycle all equipment, materials and any elements, metals, plastics, chemicals and/or compounds, particularly hazardous substances thereof, and to minimize landfills and/or incineration disposal of equipment and/or materials. Documentation for what percentage of e-waste is recycled and what percentage is disposed of through either landfilling or incineration. Represent, warrant and covenant that all material that is not recovered, refurbished, repaired or recycled will be properly disposed of, and that such disposal will, at a minimum, be in compliance with and will not result in liability under all environmental laws and any and all other local, state or federal, regional or country laws, regulations or requirements of any kind relating to the disposal of materials. Shall comply with all federal, state, and/or local statutes and regulations, and relevant international laws. Shall ensure the integrity of the entire recycling chain, including downstream intermediaries and recovery operations such as smelters. Shall not do business with a company that is not in complete compliance with all applicable environmental regulations. Within 30 days of shipping, or upon request, provide the Agency with a certificate of recycling.
