Specifications include, but are not limited to: Respondents must be capable of designing, building, financing, owning, operating, and maintaining the physical infrastructure to accomplish the intent identified herein. It is expected that the selected Developer will negotiate a long-term P3 Agreement with the City, to be followed by (not necessarily in particular order, but with potential overlap or concurrency) the Developer’s planning, permitting, design, funding, construction, testing, start-up, commissioning, operation, maintenance, and any other activities necessary to accomplish successful implementation and long-term operation of this project. The City will provide the Developer with raw biogas from its Metro WWTP. The City will also offer the Developer up to a one-acre +/- site for construction of a biogas upgrading facility. The Developer will be responsible for procuring and funding an RNG interconnect with Dominion Energy or other entity for offtake by physical or virtual injection or comparable means. Developer will be responsible for transportation, delivery, and offtake agreements pertaining to the RNG. Note that Dominion Energy will construct any required pipeline and injection point to Dominion’s pipeline, with the Developer paying such cost. This includes a pipeline to the boundary of the Developer’s facility if a pipeline is required. Other forms of RNG transport to a market are acceptable, but the Developer is required to identify the ultimate end use and transportation method in their response to this RFP. Developer will own, operate, and maintain the gas upgrading facility for the duration of the Agreement.
