Specifications include, but are not limited to: The Minnesota Department of Administration requests proposals for a variety of legal research and investigative subscription services that may be used by both the State of Minnesota and organizations that are members of the State’s Cooperative Purchasing Venture (CPV) program. This RFP covers two categories: Category 1: Legal Research Subscription Services for Incarcerated Persons. This category covers legal research services that can be used in a controlled setting by incarcerated persons. Subscribers of these services would include a law library at a correctional facility and users include incarcerated persons. Category 2: General Legal Research and Investigative Subscription Services. This category covers access to online primary and secondary legal research and investigative and risk review tools resources. It is anticipated that subscribers of these services would include lawyers, legal staff of a legal department, members of a legal team, and staff members within a risk management division or law enforcement agency.
