Specifications include, but are not limited to: A. Contractor shall meet the specifications as outlined by the national T.E.A.C.H. Early Childhood National Center to remain a licensed T.E.A.C.H. early childhood program administrator. B. Contractor shall develop an application process and evaluate applications in accordance with an objective rubric based on T.E.A.C.H. National requirements. Adjustments to the rubric to meet programming needs must be reviewed and approved by the T.E.A.C.H. Committee. 1. Application must indicate whether sponsoring programs currently serve children receiving state subsidy funding. 2. Recipients of DWS, OCC T.E.A.C.H. funding shall be prioritized in accordance with Attachment D: Prioritization of Applicant Acceptance. C. Contractor shall expend funds as based on the budget review and determination as set by DWS and Contractor during annual review. 1. Contractor shall submit an invoice and accompanying documentation for each semester as follows: a. September 30 for final summer expenses b. January 31 for final fall expenses c. June 30 for final spring expenses 2. Accompanying documentation shall include: the names of the participants awarded with DWS, OCC T.E.A.C.H. funding, the sponsoring employer of each participant, the ages of children with whom each participant works, the enrolled courses for each participant, and the itemized costs associated therein. 3. An annual review of the budget will take place by DWS. DWS and UAEYC will negotiate a new budget annually. Please note: This is a Sole Source Notification.
