Specifications include, but are not limited to: The goal of the project is to work with staff and the Commission to recommend and update the town's regulatory framework as it pertains to land use and development with the following objectives and considerations in mind: • Seek community input to ascertain how the residents of Old Lyme seek to utilize its Zoning Regulations to address town-wide and neighborhood issues and goals. • Amend Zoning Regulations and Zoning Map to implement certain recommendations of the 2021 Plan of Conservation and Development. • Update land uses currently allowed and the level of regulatory review needed for each use. • Update and improve the organization of the regulations. • Review consistency between the current zoning regulations and other Town ordinances and regulations. • Improve consistency between the current zoning regulations and Connecticut land use law, including beneficial enabling legislation. • Create appropriate graphics that illustrate design concepts and requirements. • Incorporate models and best management practices that ensure quality development consistent with community values and development pressures. As part of this process, show practices being adopted by other Connecticut municipalities to address similar issues. • Improve clarity of development standards, definitions, and procedures. • Align Zoning District boundaries as needed to correspond with updated regulations.
