Specifications include, but are not limited to: SCOPE OF WORK: Any firm seeking to submit a proposal shall commit to compliance with EPA grant terms and conditions and will be expected to perform the following tasks: a) Property Identification and Inventory: The firm will gather recognized and potential brownfields sites in target areas and will enter sites on GIS mapping tool. RFQ NO. 240719 Page 3 of 8 Brownfields Environmental Consulting Services b) Community Engagement Assistance: The firm will assist in establishing a Community Engagement Program (CEP) and will support the City of Hartsville in public involvement and community outreach activities, which may include public meetings and presentations and preparing program information for local newspapers and media outlets. c) Assessment Activities: The firm will conduct Phase I Environmental Site Assessments (ESA) and Phase II ESAs, which includes the development of General Quality Assurance Project Plan (QAPP); site specific Quality Assurance Project Plans (SS-QAPPs); QAPP Addendums; Health and Safety Plans (HASP); site investigation reports; and asbestos and lead-based paint surveys. d) Cleanup and Area-Wide Planning: The firm will strategize with the steering committee on reuse plans for sites, incorporate climate resiliency and greener cleanup principles into Analysis of Brownfields Cleanup Alternatives (ABCA), and assist in performing public outreach in cleanup and reuse planning. e) Other Brownfields Related Duties: Other duties may be required for a successful program but have not been anticipated in this request for services
