Specifications include, but are not limited to: 4.2.1. Tier One Mobilization- All services outlined under tier one will be based on a lump sum per diem rate. Tier one mobilization shall include the services/requirements outlined below. Tier one projects will require at least two laborers and the use of a small truck/trailer. The size of truck/trailer shall be determined by the project manager based on the volume of waste/tires to be picked up. 4.2.1.1 Laborer This person shall do physical tasks such as (but not limited to) bagging waste and loading waste/tires into truck or trailer. Tier one projects require a minimum of two laborers. 4.2.1.2 Truck/Trailer This item shall include any vehicle and/or trailer, with a combined volume of not less than 16 cubic yards, driver, fuel, and all associated operating costs. 4.2.2. Tier Two Mobilization- All services outlined below under tier two will be based on a lump sum per diem rate. Vendor may be required to have all services/resources on site at any given time, or a lesser combination thereof. 4.2.2.1 Laborer This person shall do physical tasks such as (but not limited to) bagging waste, stringing winch lines, and loading waste/tires into truck or trailer. Tier two projects require a minimum of two to four laborers. 4.2.2.2 Truck/Trailer This item shall include any vehicle and/or trailer, with a combined volume of not less than 16 cubic yards, driver, fuel, and all associated operating costs. 4.2.2.3 Winch This item shall include operator and all associated operating costs. Winch may be hydraulic, electric or PTO driven. 4.2.2.4 Excavator, Small This item shall include a small excavator weighing no less than 6,000 lbs. (Cat 302 or equivalent or larger), fuel, operator and all associated operating and transportation costs. 4.2.2.5 Tractor/Skid Steer Loader This item shall include loader, fuel, operator and all associated operating and transportation costs. 4.2.3. Tier Three Mobilization- All services outlined below under tier three will be based on a lump sum per diem rate. Tier three projects require a minimum of six laborers. 4.2.3.2 Truck/Trailer This item shall include any vehicle and/or trailer, with a combined volume of not less than 16 cubic yards, driver, fuel, and all associated operating costs. 4.2.3.3 Large Truck This item shall include a truck and trailer with a combined volume of not less than 111 cubic yards, driver, fuel, and all associated operating costs. 4.2.3.4 Winch This item shall include operator and all associated operating costs. Winch may be hydraulic, electric or PTO driven. 4.2.3.5 Excavator, Small This item shall include a small excavator weighing no less than 6,000 lbs. (Cat 302 or equivalent or larger), fuel, operator and all associated operating and transportation costs. 4.2.3.6 Excavator, Large This item shall include a large excavator weighing no less than 30,000 lbs. (Cat 311f or equivalent or larger), fuel, operator and all associated operating and transportation costs. 4.2.3.7 Tractor/Skid Steer Loader This item shall include loader, fuel, operator and all associated operating and transportation costs. 4.2.4. Roll-off Service-Vendor will provide price to provide a 30 cubic yard rolloff container at any location, in any county, in the district. Price must include (lump sum) drop fee, pull fee, and any other charges incurred in providing the service.
