Specifications include, but are not limited to: The Contractor agrees to perform the following professional services: A. Develop and implement a statewide Law Enforcement Liaison (LEL) Program with the following requirements: 1. Provide a minimum of three, but no more than five individuals responsible for communicating, assisting, and providing technical assistance to law enforcement agencies on the importance of traffic safety initiatives in their community, traffic safety sponsored law enforcement operations, and campaigns designed to reduce crashes causing injury and death. These individuals will be known as the New Mexico Law Enforcement Liaisons. Communication and correspondence shall include on-site meetings, phone, e-mail, and fax. Law enforcement agencies shall include all state, city, county and tribal law enforcement agencies regardless of whether the agency is currently funded by the Department. The LEL’s will be responsible for negotiating the appropriate number of high-visibility law enforcement operations based on the distribution of federal and state funding provided by the Department. The LEL’s shall conduct negotiations in person with the lead designee in each community otherwise known as a Sheriff, Chief of Police, or Tribal leader and the law enforcement officer responsible for coordinating the Department’s grant programs. This will also include at the discretion of the Law Enforcement entity the fiscal personnel or other designated city, county or tribal official. Activities shall be negotiated based on data, problem identification, past performance, available resources and total impact on the statewide effort to reduce all motor vehicle related crashes, injuries, and deaths and to increase seatbelt and child restraint use.
