Specifications include, but are not limited to: 3.1.1.1 The training center and/or trainer must be certified through the National Registry of Emergency Medical Technicians (NREMT) and hold a Wilderness Emergency Medical Technician or Wilderness First Responder Designation from a recognized Education Provider such as the National Center for Outdoor & Adventure Education (NCOAE) or hold an Instructor Certification from an accredited institution. Proof of certification must be included with the vendor’s submitted bid response. 3.1.1.2 Training must be completed in an in-person setting. 3.1.1.3 Training must be a mix of 50% lecture and 50% hands-on training for students to perform skills. 3.1.1.4 Vendor must be able to complete the training at any (or all) of the West Virginia DEP office locations only. Other locations may be added at the discretion of the department. The locations will provide adequate indoor/outdoor space to perform training. 3.1.1.4.1.1 Bridgeport, WV 3.1.1.4.1.2 Charleston, WV 3.1.1.4.1.3 Elkview, WV 3.1.1.4.1.4 Fairmont, WV 3.1.1.4.1.5 Fayetteville,WV 3.1.1.4.1.6 Logan, WV 3.1.1.4.1.7 Philippi, WV 3.1.1.4.1.8 Romney, WV 3.1.1.4.1.9 Wheeling, WV 3.1.1.5 Training may be split into multiple classes but must run consecutively. 3.1.1.5.1 The minimum class size will be 5 employees 3.1.1.5.2 The maximum class size will be 15 employees. 3.1.1.5.3 Multiple training dates must be offered throughout the year. 3.1.1.5.4 At least one class must be offered per month. 3.1.2 Training Materials & Travel 3.1.2.1 Vendor pricing must include all costs to conduct training at any location for the department. 3.1.2.2 All training materials including books, videos, and handouts are the responsibility of vendor and shall be included in the bid price. 3.1.2.3 The bid price must be inclusive of all costs per class and designate a minimum and maximum number of attendees per class.
