Specifications include, but are not limited to: Ensure that the following training requirements are met for their staff and Volunteers: Provide the following training to each staff and Volunteer within the first week of employment or Volunteering and prior to being permitted to be alone with Survivors or their dependent children, and annually thereafter: Code of Conduct; Orientation to the DHHS/DCFS Contract requirements; Utah’s mandatory child abuse reporting law (Utah Code Section 62A-4a-403); Utah’s mandatory vulnerable adult abuse reporting law (Utah Code Section 62A-3-305); and Contractor’s policy mandating zero tolerance toward all forms of abuse and harassment. Provide a minimum of one hours’ training on the following topics to each employee, intern, sub-contractor, and direct service Volunteer within the first 30 days of employment or Volunteering, and annually thereafter: The Contractor’s emergency management and business continuity plan; Suicide prevention; and Incorporating a trauma-informed approach to interactions with Survivors and their dependent children. Provide each staff and Volunteer 24 hours of DV specific training within the first year of employment or Volunteering and 16 hours annually thereafter. Provide staff who are required to complete Survivor Action Plans with training in completion of such plans by a professional licensed by the Department of Commerce, Division of Occupational and Professional Licensing (“DOPL”), in accordance with requirements of the Mental Health Professional Practice Act, Utah Code Title 58, Chapter 60. Action plans completed by unlicensed individuals must be reviewed by a licensed social service worker or mental health professional. Documentation must be maintained for all training, including: Training title and a brief description of course content; Date training completed; Time and duration of training course; Instructor’s name and qualifications related to the subject matter; and Copy of the training certificate or agenda placed in staff or Volunteer file. Ensure all background screening requirements are met and documented for staff and Volunteers in accordance with Utah Code Section 62A-2-120 Background Check—Direct Access to Children or Vulnerable Adults. Contractor shall: Maintain a written background screening clearance from DHHS/OL for staff and Volunteers. Not permit staff or Volunteers to be left alone or unsupervised with Survivors or their dependent children until they have an approved DHHS/OL background screening clearance. Ensure direct supervision is performed only by an individual who has current written verification of background screening clearance from DHHS/OL. Not allow staff and Volunteers who refuse to provide required background screening authorizations and information to have direct access to Survivors or their dependent children. Not allow staff and Volunteers whose background screening is denied or revoked to have direct access to Survivors or their dependent children. Require staff and Volunteers with direct access to Survivors and their dependent children to submit a new background screening application immediately after being charged with any criminal offense and immediately after being substantiated or supported for abuse, neglect or exploitation. Ensure that staff and Volunteers are licensed when their position requires licensure by DOPL in accordance with requirements of the Mental Health Professional Practice Act, Utah Code Title 58, chapter 60. Maintain employee and Volunteer files at the DV shelter facility or DV program office that contains the following information: Employment or Volunteer application; Official job description; DHHS/OL background screening clearances; Code of Conduct, signed annually by the employee or Volunteer; A copy of professional license, if person’s job requires licensure; Proof of attendance and hours of DV and other training; and A completed Conflict of Interest Disclosure Statement https://drive.google.com/file/d/1JjRQ3t3s2o0MBbIzbFZu- gD4Eu9zZb7u/view.
