Specifications include, but are not limited to: MnDOT is planning to hire a consultant to assist in selecting a preferred alternative and completing concept development and preliminary design on Trunk Highway (TH) 55 (Olson Memorial Highway) in Minneapolis from the Bassett Creek Culvert (Bridge ID 5908) just west of the Burlington Northern Santa Fe (BNSF) railroad to Oak Lake Avenue in the City of Minneapolis. The project is currently scoped as a mill and overlay but MnDOT is expecting to propose geometric improvements that would better serve the needs of MnDOT, Minneapolis, Hennepin County, Metro Transit, the adjacent neighborhoods, and corridor users. MnDOT is working with partners to engage the community on a planning study for this corridor, which is currently underway and expected to be substantially complete in Summer 2024.The contractor will use the information gathered from the planning study along with additional public engagement with the users of TH 55 (freight, pedestrian, transit, bike, commuters, and other travelers and stakeholders) at appropriate intervals to support the selection of a preferred alternative and develop the preliminary design. Contractor responsibilities will include public engagement, completing traffic analysis, identifying a preferred alternative, determining preliminary construction limits, visual impact assessment, and completion of the staff approved layout. Contractor will also be coordinating with other planning activities occurring along TH 55.
