Specifications include, but are not limited to: The Moderate group care Contractor must be responsible for basic room and board, food, clothing, shelter, daily supervision, school supplies, a child’s personal incidentals, liability insurance with respect to a child, and in certain cases travel for visitation or to keep a child in school in which child is enrolled at time of placement if within reasonable mileage and mutually agreed upon by SC DSS and the Contractor. Contractor must comply with the Group Care Regulations, Chapter 114, Subarticle 9 Residential Group Facilities for Children, sections 590-595. Each program shall operate in full compliance with all applicable laws and regulations as amended or updated. The provision of services must be available 24 hours per day, 365 days per year (client-based services). Contractors must operate programs in full compliance with all the standards applicable to residential care and any other material submitted in response to the Fixed Price Bid. All Moderate group care placements must be authorized by a designated SCDSS employee.
