Specifications include, but are not limited to: 1.1 Project overview The County of Hennepin, State of Minnesota (“County”) is soliciting proposals for School-Based Mental Health (SBMH) services provided to students and families who have difficulty accessing community-based services. Services are being procured for the Behavioral Health service area of the Human Services and Public Health Department (“HSPHD”). Contracted mental health providers, County school districts/schools, and HSPHD have created strong partnerships to implement high quality mental health services in schools for more than 15 years. Innovations have improved and increased the effectiveness of SBMH services provided, creating significant growth in the number of schools who have access to on-site SBMH services. This RFP has three clear objectives: (1) Sustain or expand SBMH services in public schools throughout Hennepin County; (2) Provide SBMH services in public schools who serve youth and families facing multiple challenges, including difficulty accessing community-based services; and (3) Reduce health disparities for Black, Indigenous, People of Color (BIPOC) students and families by increasing their access to high-quality SBMH services. The County is seeking proposals from community-based organizations that will partner with the County and County school districts/schools to deliver high-quality, developmentally appropriate, and culturally responsive SBMH services to students and families in Hennepin County.
