Specifications include, but are not limited to: 1. Routine reporting to the State of New Mexico and the Federal government agencies, as required. 2. Compliance assistance including assisting with responses to an “notice of violation” or other enforcement filings from the State of New Mexico or other regulatory agencies. 3. Assistance with any routine “cover” issues. 4. Assistance with any cell closures that occur during the contract term. 5. Assistance with any leachate collection systems or liner problems. 6. Assistance with any final permitting issues with any future cells during contracted period. (Note: If design for a new cell is necessary, a contract amendment will be necessary.) 7. Assistance with any permitting issues, including permit renewals as required by New Mexico Environmental Department (NMED). 8. Assistance with any investigations that may be necessary. 9. Assistance with any surface water issues, groundwater issues, storm water issues, air quality and greenhouse gas issues or landfill gas issues. 10. Assistance with any air, greenhouse gas, groundwater, storm water, surface water, or gas monitoring requirements. 11. Any other assistance necessary for the routine operations of the Sandpoint landfill. 12. Assistance with any on-call non-routine operations of the Sandpoint Landfill. 13. Assistance with any landfill design, including surface water management systems, final cover systems, and/or landfill gas management. 14. Assistance with design enhancements which reduce construction cost without compromising environmental protection or regulatory compliance, including alternate line designs, alternate final cover designs, or alternate groundwater monitoring programs. 15. Provide landfill operations consulting. 16. Assistance in implementing a cover management plan, including the use of alternate daily covers. 17. Assistance in assessing soil cover utilization and airspace utilization. 18. Aerial mapping (through subcontractor) 19. Field surveying (through subcontractor) 20. Providing training for landfill employees. 21. Assistance with any of the landfill plans including the operating plan, closure plan, post-closure plan, closure and post-closure cost estimates, landfill gas management plan, groundwater monitoring plan, and liner construction quality assurance plan. 22. Any other solid waste consulting, permitting, engineering, operation, or monitoring services requested by Eddy County.
