Specifications include, but are not limited to: 1. Update Transportation Safety Action Plan (TSAP) (previous plan adopted in 2019 www.clackamas.us/transportation/tsap.html) a. Update data elements. b. Revise project lists and priority strategies. c. Integrate equity. i. Refine data analysis tools that integrate civil rights such as maps, injury data broken down into demographic information, and trend analysis – all to better understand how changing demographics will impact future planning. This includes integrating new guidance from the USDOT documents related to equity and meaningful community engagement. ii. Understand how lack of access impacts rural communities in ways that may be different from suburban and urban areas. Clackamas County has the largest rural population in Oregon with timber, nursery, farmland and tourist service areas. iii. Develop specific tools and guidance to use in other transportation planning projects and implementation documents that align with equitable access and the safe systems approach. iv. Build meaningful and transparent processes where marginalized communities feel welcome and understand engagement opportunities. v. Develop mapping resources to integrate into existing mapping tools such as the Vision Zero Suite (analysis tool to better understand systemic crashes). Integrating equitable access into these tools will elevate civil rights as a primary filter and priority for planning. vi. Train staff in core competencies centering equity, diversity and inclusion and implementing processes and filters. d. Align the plan with the national safe systems approach using appropriate language and visual elements. 2. Safe System Approach a. Conduct Safe System Approach Readiness Evaluation for Clackamas County b. Implement Safe System Approach for Clackamas County c. Create a safe systems readiness and implementation manual for local agencies 3. Develop Post-Crash Evaluation and Trauma Support Framework a. Develop a post-crash trauma support system b. Review crash reports and recommend upstream social and behavioral interventions to reduce fatal and serious injury crashes in Clackamas County c. Create a post-crash evaluation and trauma support and preventative intervention manual for local agencies d. Train staff in core competencies of framework. 4. Align Website and Develop Framework a. Collaborate with web development team to integrate the federal model into the design of the document to provide a cohesive local look to the TSAP and the county’s website, www.drivetozero.org. i. Analyze current website and statistics. ii. Recommend changes and design visual assets to integrate. iii. Build wireframes for web development team.
