Specifications include, but are not limited to: (1) In-home or community-based supervised visitation In-home supervised visitation service is designed to objectively observe the priority population within their own home setting and to report on the safety factors within the home that impact for child(ren) returning to the home. Awarded proposers will be required to have County CPS staff provide a personal safety assessment of the home before initial in-home visits are scheduled. Proposers must have a clear protocol for how non-approved visitors will be addressed and offer flexible operating hours. Community-based supervised visitation may occur at community locations, including County buildings and other settings as determined in consultation with the County CPS staff. For both in-home and community-based supervised visitation, the custodial/noncustodial parents/legal guardian are responsible to provide the proper activities for the supervised visitation time scheduled. It is the expectation that activities selected will be developmentally appropriate, culturally appropriate and family friendly. (2) Center-based supervised visitation For center-based supervised visitation services, custodial and non-custodial parents are often kept separate from one another to avoid any conflict that may occur. This method of visitation offers the priority population a wide array of activities to do with their child(ren) that may include but are not limited to art and crafts, games, movies, and/or playground activity. Center-based supervised visitation is offered in a facility setting that should provide a family friendly and naturally inviting setting that promotes family interactions and engagement. Center-based settings may include a simulated living room and/or kitchenette space for families to engage in game night, movie time, family meetings, mealtime, craft time, or homework time. Proposers of center-based supervised visitation service must provide direct supervision by having supervisors monitor families and only interact when intervention is needed. The visiting parent/guardian needs to initiate activities and respond to parenting issues independently. Center-based supervision locations should be accessible to the priority population. Proposers must offer services within Hennepin County or be familiar with Hennepin County communities. Proposers should have a clear protocol for how nonapproved visitors are addressed and offer flexible operating hours.
