Specifications include, but are not limited to: The Orange County Transportation Authority (OCTA) is soliciting proposals through this procurement to retain a firm (Consultant) to provide a Lock Out Tag Out (LOTO) site and equipment survey for the Orange County Streetcar (OCSC), and its maintenance facility. Site and equipment survey shall include identification of all equipment that requires LOTO, identification of prime movers, identification of disconnection means, and identification of LOTO/blockout devices. Site and equipment survey shall be completed by a physical site survey and a study of drawings, wiring or piping schematics and equipment manuals. Consultant shall act and advise OCTA as a subject matter expert. OCTA seeks a firm with extensive experience with the following programs and specialties: • LOTO procedures and regulations • LOTO equipment surveys • Rail and electrified rail facilities • Public transportation maintenance facilities • Traction Powered Substations (TPSS) • Traffic control and signaling devices • California Occupational Safety and Health Administration (Cal OSHA) • Construction and roadworks, vehicle maintenance, public sector projects • Training for LOTO: regulations, procedures, site and equipment evaluation. Project Tasks Conduct LOTO equipment survey and evaluations. Services may include but are not limited to: • On-site facility LOTO equipment survey • Building and OCSC system plan, schematic, and equipment manual review • Safety Program Reviews • Job Hazard Analysis • Site visits, observations, and training • Paperwork/document review • Cal OSHA Compliance Review • Identification of all equipment requiring LOTO, identification of all energy sources and disconnection means, labeling of LOTO locations on equipment, and identification of LOTO/blockout devices • Written LOTO procedures that meet CalOSHA California Code of Regulations, Title 8 Sections 3314, 3340, 3341, 2320.4, 2320.5, 2941, 2943, and 2944. Written procedures shall be provided in both hard (paper) and digital formats.
