Specifications include, but are not limited to: The Orange County Transportation Authority (AUTHORITY) requires CONSULTANT services to provide appraisal services for the acquisition and disposition of property rights necessary for public transportation projects involving roadways, highways, freeways, transit, and railroad corridors. This work will be performed in conjunction with various transportation improvement projects, and will include appraisal services for AUTHORITYowned facilities and buildings and may include light rail and railroad right- of -way corridors. This will be a multiple award, on-call services contract, with CONSULTANT(s) and AUTHORITY's Real Property Manager and Senior Real Property Agent will serve as Project Managers. Specific services needed will be provided through the issuance of Contract Task Orders (CTO) on an as needed basis per the AUTHORITY’s Contracts Administration &Materials Management (CAMM) Department’s policies and procedures. CONSULTANTs shall demonstrate the ability to perform complex appraisals as described in Chapter 7 APPRAISALS of the California Department of Transportation’s (Caltrans) Right of Way Manual, and in accordance with Uniform Standards of Professional Appraisal Practice (USPAP) guidelines. CONSULTANT may be expected to appraise large quantities of properties for large capital improvement projects. CONSULTANT shall produce appraisal and appraisal summary reports which shall include, but not limited to, the following: • Fee/full parcel acquisition • Partial fee acquisition • Permanent Easements • Temporary Construction Easements • Special need property right (i.e. Wells) • Surplus or excess real property • Vacant or improved commercial/retail, industrial, single family and multi-tenant residential properties • Agricultural properties • Open space • Land conservation parcels for environmental mitigation purposes • Railroad right-of-way II. Services Required 1. As needed, CONSULTANT shall provide leasehold valuations; updated values; appraisal revisions; additional appraisal reports to cover properties split or added; listings of suitable replacement properties for businesses on subject parcel; and machinery and equipment appraisals. 2. CONSULTANT may be required to meet with and coordinate their efforts with AUTHORITY's right of way, design and engineering staff. The CONSULTANT must become familiar with construction in the manner proposed for inclusion in the appraisal report. 3. Confidential and Independent Work - The CONSULTANT shall prepare all review appraisals made hereunder independent of any other appraiser employed by the AUTHORITY in the same work and will not subcontract, assign or otherwise transfer any of the work to other persons or firms. The CONSULTANT shall not furnish to any other person, corporation, company or agency, except on proper order of court or authorized directive from the AUTHORITY, a copy of any review appraisal or any of the information contained therein. 4. CONSULTANT shall not subcontract the appraisal assignment to another firm or individual unless authorized by the AUTHORITY. 5. Responsible Conduct - It is understood that the CONSULTANT assumes full and unqualified responsibility for all claims and liability due to their activities or those of its agents, representatives or employees.
