Specifications include, but are not limited to: 1. USDOT drug testing (in accordance with 49 CFR 40, as amended). The awarded contractor will be paid for services rendered in compliance with 49 CFR Part 40, as amended, to include the following: • Specimen collection at FTA-compliant collection sites to be located no more than 35 miles from subrecipients where possible; • Courier transportation of specimens to a certified US Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) laboratory; • An MRO evaluation; • Preparation of consortium; o Please provide information on the scientifically valid method used in the random selection process of covered employees (49 CFR 655.45(e)). Communication to subrecipients of random selection notifications and testing results should be provided in a timely manner via a confidential electronic method. • Statistical reports to confirm minimum required annual percentage rates for random drug and alcohol testing have been achieved; • Electronic delivery of final drug test results to consortium participants; • The ability/option to conduct USDOT Oral Fluid Drug Testing (in accordance with 49 CFR 40); and, • Assistance in establishing “standing orders” with the collection site(s) to clarify to the collection site(s) in what situations each consortium participant has chosen/authorized oral fluid drug testing vs. urine drug testing, etc. 2. Breath alcohol testing, to include evidential breath tests. The awarded contractor will be paid for services rendered in compliance with 49 CFR Part 40, as amended. This includes a screening test and confirmation test if screen test results are 0.02 Breath Alcohol Content (BAC) or greater. 3. If needed, the awarded contractor may subcontract for the cost of processing a split (B-bottle) specimen at a second SAMHSA-certified laboratory. The NMDOT will pay the awarded contractor for this service and the awarded contractor will in return pay the sub-awarded contractor.
