Specifications include, but are not limited to: Subrecipient Eligibility: Under Section 2 CFR §200.92 (see also §200.93 for definition of a subaward) in the new Uniform Guidance, a subrecipient is defined as a recipient of a subaward from a pass-through entity to carry out a portion of the federal award. Generally, subrecipients provide substantive program effort and may be responsible for programmatic decision-making. Subrecipients must also comply with the pass-through entities’ program requirements and conditions noted in the federal award and are subject to monitoring by the pass-through entity. All Subrecipients (including any for-profit organization) must forgo any profit or management fee, but rather should be reimbursed for actual costs and expenses, such as staff time, supplies, travel costs, etc. As noted in 2 CFR § 200.331, the pass-through entity is also responsible for monitoring the subrecipient’s activities to ensure the subaward is used for authorized purposes, that performance goals are met, and to ensure compliance with statutes, regulations, and terms and conditions of the sub-award. The subrecipient is not identified as suspended, debarred, or otherwise declared ineligible from receiving Federal contracts or subcontracts by the General Services Administration’s Excluded Parties List System, www.SAM.gov All sub-awardees must have or obtain a Unique Entity ID from SAM.gov. o Counseling and Consulting Services. Provide an overview of your experience providing services to Justice-Involved/Incarcerated individuals. Include summaries of all services, including mental health, substance use, consultation, referrals, case management, etc. In addition to the overview, please attach a resume. o Qualifications of key Personnel. Provide the qualifications of the personnel assigned to provide the requested substance use treatment service. Specify the name(s) and location of the individual(s) to be assigned to the COSSUP project. Registration with the North Carolina Addiction Specialist Professional Practice Board is required. Please provide copies of the provider's credentials to include a copy of a resume.
