Specifications include, but are not limited to: 1. Legislation Development, Regulation Development and Hearing Support: The Contractor will provide support for all aspects of legislation and regulation development and implementation (including to hearing), including but not limited to: a. draft proposed legislation and regulations. b. provide technical analysis on economic impact, business use cases, health impacts, emissions and others identified by the Agency to support development of legislation and regulations. c. identify gap analysis and strategies to address the same. d. support regulatory hearings with written and oral expert testimony and other documents including exhibits, including technical and background information documents. e. develop content for, participate in and execute stakeholder and community outreach and engagement. f. develop guidelines, standard operating procedures, and process documents for implementing legislation and regulations. g. project management of the rulemaking process including identifying and tracking timelines. h. other tasks as required for the success of the project. 2. Technical Analysis of Proposed Legislation and Regulations: The Contractor shall analyze draft governmental (e.g. federal, state, etc.) air quality and climate-related legislation and regulations for the purpose of developing NMED comments: a. The Contractor shall provide comments, summaries, explanations, and recommendations with an emphasis on but not limited to i) alignment and divergence from current regulatory framework, ii) impact on the state program, and iii) technical considerations. b. Perform analysis of existing (could include international, national or other state/local/Tribal rules) and proposed rules. c. Performing gap analysis. d. Work may require the Contractor to conduct economic or other technical analysis as specifically directed by the Agency. e. This task deliverables may be subject to short turn around times.
