Specifications include, but are not limited to: While the actual scope of services will be negotiated with the successful respondent, it is expected that the Wastewater Facilities Plan will address these major areas of study over a 20-year planning period: 1. Description of existing facilities (flows, loads, population). 2. Description of performance deficiencies or problems. 3. Estimation of future flows and loadings, population projections. 4. Estimation of current and future needs. 5. Evaluation of alternatives to address needs. 6. Review of the Town's current Sewer Service Area Map and identification of updates, if needed, to accommodate future sewer extensions and for consistency with the most recent State of CT and Town Plans of Conservation and Development. 7. Evaluation of Infiltration/Inflow (I/I) impacts and need for a Sewer System Evaluation Survey (SSES) of the wastewater collection system. 8. Evaluation of climate change resiliency. 9. Listing of anticipated permits, licenses and certifications necessary to implement recommended alternatives. 10. Evaluate whether recommended WPCF modifications will change classification. 11. Evaluation of energy efficiency. 12. Availability of grants and/or loans 13. Public participation. The Wastewater Facilities Plan will evaluate the condition and capacity of the Town's WPCF and collection system to accommodate current and projected flows and loadings. Recommendations will include a proposed project implementation plan, estimated costs, schedule, and an assessment of environmental impacts. The Wastewater Facilities Plan prepared by the successful proposer will be subject to the review and approval of both the Town and the CTDEEP, and as such will need to meet the CTDEEP Clean Water Fund requirements for Plans of Study and Scopes of Services.
