The Westside Trail (“WST”) Segments 14, 16-18 collectively represent an estimated 2.3-mile trail gap among 5 distinct segments of the WST located in a highly urbanized area under the jurisdiction of THPRD. THPRD has prepared a preferred alignment of the WST Trail Segments 14-18 as shown in Attachment C, Preferred Alignment Map (located on the Bid Solicitation Attachments section in OregonBuys). Under the WOC, the selected Consultant shall study potential trail alignments for WST Segments 14, 16-18 within the Project’s study area, defined below. The expected outcome of the Services is to recommend a preferred alternative alignment and to develop a trail alternatives evaluation memorandum that includes implementation for LPA’s proposed WST Segments 14, 1618 to close the trail gap. The preferred alignment for WST Segments 14, 16-18 will be primarily within in the Bonneville Power Administration (“BPA”) Keeler-Oregon City No 2 transmission line right-of-way (“ROW”) (the “BPA Power Line Corridor”) located in Washington County (“County”) between SW 158th Avenue and SW Murray Boulevard starting at SW Walker Road and continuing north for nearly 2.5 miles to NW Kaiser Road. When completed, this proposed trail and connecting trails will encourage people throughout THPRD and surrounding region to take advantage of a large network of safe, off-street bicycle and pedestrian shared-use trail facilities, for both recreational and commuting purposes.
