The MTAL will work closely with WAP Service Providers to provide technical assistance on five or more-unit multifamily residential building weatherization projects. The MTAL will assist Service Providers by providing guidance, clarification, project management assistance and process recommendations on multifamily projects. The MTAL will increase the State’s overall capacity to weatherize five or more-unit multifamily buildings in an efficient, effective and timely manner. Additionally, the MTAL will interact with Commerce, the USDOE (as necessary and at the direction of Commerce) and involved 3rd-parties (such as a utility or other multifamily implementors) to address and resolve any issues that arise. The successful responder(s) will be able to: • Act as a champion for multifamily weatherization services. The MTAL will consult with service providers regularly to collaborate on new and existing multifamily building projects. • In partnership with WAP Service Providers, provide project management oversight and oversee multiple multifamily building projects through project commissioning and final reporting. Tasks include the following: o Provide technical and administrative guidance and management on five or more-unit multifamily building projects to ensure all required steps are completed and documented. o Adhere to Weatherization Program rules and requirements including, but not limited to Multifamily Policy Addendum and compliance with Davis Bacon and Build America, Buy America (BABA) requirements. o Work with Service Providers to determine eligibility of applicants per existing rules and regulations. o In partnership with Service Providers, obtain all necessary client information before proceeding with and completing a multifamily project. o Use EA-QUIP energy model program to evaluate multifamily building projects. o Write a scope of work for each building served detailing allowable, cost-effective measures that will be installed as well as the pre-requisite health and safety measures required to be installed by the property owner. o Provide in-process and final inspections of multifamily weatherization work with certified QCI staff on both subcontracted and staff installed work. o Apply knowledge of utility Conservation Improvement Program and rebating as well as permitting and construction portion of project. o Perform regular check-ins with WAP Service Provider staff to assure project progress. • Provide excellent customer service to tenants and property owners through a clear and consultative approach. Clearly communicate all program expectations, requirements and scope of work to the property owner and tenants prior to weatherization commencing. • Work with Service Providers NOT currently undertaking multifamily services to help those Service Providers gain the knowledge and skills to offer multifamily weatherization services. • Work closely with Commerce staff to ensure a coordinated and consistent approach by all parties. • Provide progress reports and other status updates to Commerce and to USDOE as required. • Other relevant assignments and special projects, such as remote or in-person trainings, or as requested by Commerce.
