Specifications include, but are not limited to: 2.1. The initial contract, awarded for one year under this RFP, will be for providing a combination of direct legal services, referral services, education and outreach for approximately 65 people, 60 years of age and older or people with a disability (hereinafter referred to as “clients”) within Douglas County. 2.2. The goal of the Older Adult Legal Assistance Program is to increase the security of older persons by providing legal assistance on civil matters which would have adverse effects on their physical, economic, medical or social well-being if not resolved, with emphasis being on those older adults in greatest economic or social need. Designated legal assistance under this program will be provided to clients in greatest need on a firstcome, first-served basis. When there are more individuals seeking legal assistance than there are available hours, the Contractor shall select individuals according to established priorities and targeting criteria referenced in Section 15.2. 2.3. Assistance shall be provided from a building that is accessible to persons with disabilities, conveniently located, safe and that has adequate parking. Normally, assistance shall be provided in the office of the provider. Assistance shall also be provided to the homebound and institutionalized clients. The County shall reserve the right to inspect the facilities of the offeror during the negotiation process. 2.4. Under this contract, the Contractor shall inform clients of the opportunity to contribute to offset the cost of the Older Adult Legal Assistance Program. A suggested contribution schedule provided by the County shall be used. Any contributions received by Contractor shall be given to County. 2.5. The Contractor shall adopt for the purpose of the contract the Legal Assistance Definitions delineated in section 14 and adhere to the Legal Assistance Responsibilities defined in section 15. The Contractor shall submit payment requests to the County on a quarterly basis within fifteen (15) working days after the close of the month.
