Specifications include, but are not limited to: Weber County (“County”) is seeking statements of qualifications from qualified and experienced design-build development teams (“Proposer”) that wish to negotiate with the County (which may provide capital, land equity, incentives, etc. through a public-private partnership), and conceptualize, design, and construct a landmark project in Ogden City. The Proposer must assess Ogden City’s Central Business District market needs, envision, propose, and execute a comprehensive plan and framework for optimizing, developing, and largely transforming approximately 3 acres, of County-owned land, into its highest and best use (“Project”). A highest and best use analysis should consider not only current market conditions and demand, but also what type of Project would result in the greatest return to the land and the greatest benefit to the County (and Ogden City) through cost savings, value, and fiscal impact.
