Specifications include, but are not limited to: 4.1 General Requirements The standard underground power cable type for use on NPU systems shall be concentric neutral type construction with EPR insulation and LDPE jacket. The cable shall be suitable for use in wet and dry locations in conduit, underground duct systems, direct buried and aerial installations. The insulation system shall be rated 105°C for normal operation, 140°C for emergency overload operation and 250°C for short circuit conditions. Emergency overload operation shall not exceed 1500 hours cumulative during the life of the cable. Underground cable shall meet Buy America Preference as defined in 2 CFR 184. Vendor shall provide documentation of compliance upon request. 4.2 System Conditions The cable and cable systems subject to this specification are to be located within the service territory of Norwich Public Utilities in and around the City of Norwich, Connecticut. Norwich is a predominantly urban area located approximately 15 miles from the Connecticut coast on the Thames River. The average annual low temperature is 40 degrees Fahrenheit and the average annual high temperature is 61 degrees Fahrenheit. 4.3 Cable Electrical Characteristics Cables shall be rated for a minimum of 105 degrees Celsius for normal operation, 140 degrees Celsius for emergency overload conditions, and 250 degrees Celsius for short circuit conditions (or as specified in the current version of ICEA S-94-649. 4.4 Cable Construction Characteristics Cables shall be constructed in accordance with the requirements of ICEA S-94-649. The various cable components (Conductor, conductor shield, insulation, insulation shield, concentric neutral, and outer jacket) shall all meet the thickness, material properties, mechanical characteristics, and electrical performance requirements of the ICEA S-94-649. 4.5 Cable Markings The cable shall be marked with the following information at regular intervals along the outer jacket: • Manufacturer and plant of manufacture • Cable Size and Type • Type of insulation and insulation level • Voltage Rating • Year of manufacture • NESC “Lightning Bolt” symbol • Specific/Unique reel number • Footage markings (2 foot intervals) • Longitudinal red strips per ICEA S-94-649
