Specifications include, but are not limited to: Overall Solution • The assessment must be on South Carolina’s approved formative assessment list. • The assessment and instructional content must be aligned to South Carolina’s state standards in reading and mathematics. • The system must provide a unified/integrated online assessment and instruction solution for students in grades K-8 for reading and math. • The solution platform must not be broken into separate grade bands. • Vendors must provide information regarding the program’s technical, expert, and educator advisory panels. • Proposals must include research, including third-party reviews, that support the solution’s efficacy with a wide range of students such as English Language learners, students with disabilities, and other students with special needs or considerations; as well as the ability to challenge high ability students. • Solution must measure a series of critical data points that illustrate students' proficiency and progress toward reaching proficiency. • Solution must be user friendly for teachers and students. Assessment Suite • In addition to being on the state approved formative assessment list, the diagnostic assessment must provide both criterion-referenced and norm-referenced scores, showing how students are performing relative to grade level standards as well as relative to other students. • Assessment items must be field-tested, bias free, and proven valid and reliable. • The adaptive assessment must include technology-enhanced items. • The diagnostic assessment must offer a range of administration times, may be broken into multiple sessions, be untimed, and be designed for administration up to three times per year (BOY, MOY, EOY.) • The diagnostic assessment must quantitatively measure student performance across a common, vertically aligned scaled score spectrum that is independent of student grade level. • The solution must include one on one administered measures of fluency, automaticity, phonological awareness, and encoding that can be used for Benchmarking and Progress Monitoring...
