Specifications include, but are not limited to: The City of Carlsbad is requesting proposals from qualified firms to provide construction management and inspection services during construction activities for their Fleet Fuel Island Upgrade Project. The firm to be awarded the construction management and inspection services contract shall be known as the “Consultant,” and shall be retained through the completion of the project, including any contract time extensions. The Consultant shall provide one lead individual, the Construction Manager (CM) who shall assume overall responsibility for all construction management services, and who shall be available to report directly to the City’s designated Project Manager. Construction management services may be performed by an individual construction manager or as a team approach consisting of highly qualified and experienced individuals. Physical daily site presence is required, however hours on site can be coordinated as needed. It is the Consultant’s responsibility through this proposal process to describe how the Consultant will optimize the cost-effective and time-efficient use of firm personnel and any sub-consultants. The Consultant will provide construction management and quality assurance inspection services for all on-site improvements and will conduct construction progress meetings. Special inspections and testing related to the construction work will be coordinated by the Consultant as part of this Agreement, but special inspection consultants will be paid by the city under separate Agreements.
